Summary
Reporting to the Manager, Payroll and Benefits, the Payroll and Benefits Coordinator works independently and is responsible for carrying through to completion a variety of tasks and duties that have an intermediate to advanced degree of complexity. Employees in this position exercise independence of judgement, based on a good understanding of district and departmental policies and procedures, applicable collective agreements, and government legislation. While many phases of the work have established guidelines and procedures, the complexity of payroll and benefits administration continues to evolve, and the employee is expected to adapt to the changes as required. The job requires that changes be recommended to established methods or procedures. Work involves a choice of methods or procedures or sequence of operation.
The work requires continual concentration in analyzing, validating and processing large volumes of data from a variety of sources to meet inflexible deadlines, troubleshooting and resolving discrepancies in a timely manner; providing an accurate explanation of pay, benefits, deductions, and entitlements to employees; and responding to inquiries from internal and external stakeholders.
The successful candidate must be well organized with a high level of attention to detail, able to meet recurring and conflicting deadlines, and able to always ensure a high level of confidentiality. The ability to foster and maintain strong working relationships, particularly with HR management, is also critical to ensuring accuracy and timeliness with the payroll.
Duties and responsibilities include, but are not limited to:
· Accountable for accurate and timely payroll for one or more employee groups (Teacher, Support, Casual, TTOC).
· Knowledge and understanding of employment contracts, collective agreements, and legislation impacting payroll.
· Advanced level knowledge of Atrieve payroll processing system, including interfaces with HR system for employee absences, dispatches, notifications.
· Advanced level knowledge of Atrieve payroll reporting system for review, analysis, audit, and reconciliation of various payroll data and output.
· Knowledge of accounting system general ledger, for coding and reporting accuracy.
· Strictly adhere to required contractual, statutory, and often conflicting deadlines.
· Review HR staffing notifications for accuracy, completeness, and reconciliation with payroll data.
· Analyze, process, and maintain employee banks for sick days, vacation days, and spring break minutes, overtime, seniority, and pay scale increments for experience.
· Maintain and audit employee records for accuracy and completeness.
· Validate and reconcile generated payroll to source documents.
· Submit completed payroll to the appropriate financial institutions in a timely manner.
· Reconcile and audit payroll for appropriate accounting distribution, and accurate remittances to government, unions, benefit carriers and other third parties.
· Design and maintain complex spreadsheets for calculating seniority, vacation, benefits, and other entitlements.
· Understanding of complex payroll reporting system for analysis and reconciliation work.
· Maintain employee payroll and benefits records, both paper based and digital, in an orderly and efficient system, in accordance with appropriate records management guidelines, including the Freedom of Information of Information and Privacy Act, the Employment Standards Act, and the Canada Revenue Agency and school district retention policies.
· Respond to employee enquiries in a timely manner, researching information from appropriate sources as necessary.
· Communicate with HR management, school administration, and union administration, as required, regarding general payroll related changes or updates.
· Provide training to employees and administrators related to payroll submission procedures, including web-based interfaces, digital timesheets, other.
· Correspond and liaise with various outside agencies as required for information and activity pertaining to benefits and related claims.
· Administration and maintenance of employee group benefits on-line using various third-party benefit systems.
· Research and prepare supplemental forms and letters as required, including records of employment, confirmation of employment letters, ICBC accident payroll information, and pension purchase of service applications.
· Tracking and collection of arrears owing from employees on leave (benefits, advances, other).
· Collection and processing benefit remittances from employees.
· Maintain seniority lists for support staff, using complex calculations and spreadsheets.
· Analyze sick leave banks and reconcile with accruals each pay period.
· At all times comply with Freedom of Information and Protection of Privacy legislation.
· Perform other related duties as may reasonably be expected of a person in this position.
Required Qualifications:
· Certified Payroll Compliance Professional (PCP) from National Payroll Institute or working towards designation.
· Post-secondary accounting course.
Required Experience:
· Five (5) years of relevant payroll experience.
· At least two (2) years’ payroll experience in a union environment is preferred.
Required Skills and Abilities:
· Intermediate to advanced Microsoft Excel skills
· Superior organizational skills, including ability to prioritize tasks and handle large volumes of data
· Superior attention to detail
· Ability to prepare accurate and professional correspondence, reports, and other materials
· Superior communication and public relations skills, with the proven ability to provide guidance, direction, and explanations to others
· Ability to learn complex education sector payroll software
· Ability to process mathematical calculations with speed and accuracy
· Ability to work effectively with interruptions
· Ability to work co-operatively and collaboratively and to maintain effective working relationships
· Ability to work within deadlines and other time pressures
· Ability to maintain privacy and confidentiality
Preferred Skills and Abilities:
· Working knowledge of school district operations, policies and procedures
· Working knowledge of PowerSchool Atrieve payroll system
