Under the limited supervision of the Manager of Finance, the incumbent performs a variety of general ledger accounting and payroll functions within the Finance Department. Work is varied and requires the incumbent to comprehend, apply and make calculations based on fiscal year accounting and/or calendar year reporting requirements. The majority of work includes ongoing reconciliation and monitoring of specific finance and specific operating functions. Is responsible for the day to day operations of the area assigned.
TYPICAL DUTIES:
- Reconciles, collects and pays all District and Employee paid benefits
- Coordinates all payroll related activities to the general leger including reallocation of payroll distributions and benefits and accurate accounting of payroll liability accounts
- Provides assistance and relief back up to Accounting Clerk 4 – Payroll if required
- Maintains all year to date payroll reconciliation files and ensures accurate and prompt claims/payments of payroll and district statutory requirements including receiver general, PST, GST, WCB, Teacher and Municipal Pension Plan and Canada Savings Bonds etc.
- Work includes, but is not limited to, scholarships, expense accounts, cultural grants, fine arts, International Student Program, TTOC and staff time reallocation and detailed account and transaction analysis within the financial management system
- Annual completion of CRA, Teacher and Municipal Pension Plan reporting and follow up
- Reconciles all special purpose, district and general leger accounts as assigned
- Maintains petty cash for the School Board Office
- Works directly with and provides support and training for school based secretaries for Simply Accounting, SRB/OASIS Information Management System, petty cash, honorariums, expense reimbursements etc.
- Quarterly consolidation and review of schools’ non-public funds (school generated funds)
- Reviews and uploads electronic funds transfer files and wire payments to the bank for payroll and accounts payable. Recalls payments if required.
ABILITIES, KNOWLEDGE AND SKILLS:
- Ability to organize and prioritize workload with limited supervision
- Ability to communicate and maintain effective working relationships with the public, students, employees, teachers, administrators, other employees of the Board and outside agencies and vendors
- Considerable knowledge of general ledger accounting and payroll
- Considerable knowledge of internal controls and work within generally accepted accounting principles and procedures
- Ability to recommend, guide and ensure accuracy of work performed by employees of the Finance Department
- Considerable knowledge of district regulations, policies and procedures
- Ability to design, apply and maintain extensive detailed spreadsheets in MS Excel and OpenOffice
- Considerable working knowledge of Simply Accounting, SRB/OASIS and databases
QUALIFICATIONS:
- Grade 12 supplemented by a two (2) year Accounting Technician or equivalent post-secondary education in accounting/finance
- Three (3) years proven work experience in an accounting position including exposure to computerized finance/payroll system and must include a minimum of one (1) year proven work experience in a payroll position
