HUMAN RESOURCES MANAGER

The Chilliwack School District is seeking applications for the excluded position of Human Resources Manager. Reporting to the District Principal, Human Resources, the successful applicant will provide leadership in supporting a wide range of Human Resource services. The Human Resources Manager is a member of the dynamic team providing human resources support and guidance within the Chilliwack School District.
THE COMMUNITY AND SCHOOL DISTRICT
Chilliwack is located at the eastern end of the Fraser Valley just 90 minutes from Vancouver on the Stó:lò unceded traditional territory of the Pilalt, Sema:th and Ts’elxwéyeqw tribes. Chilliwack is a thriving and growing community of 90,000. The school district is well known for its dedication to quality educational programs, its effective collaboration with community, parents, students and employee groups. The District has approximately 14,000 students with approximately 2000 teaching, administrative, managerial and support staff and an operating budget of $160 million.
THE POSITION
The Human Resources Manager will be responsible for the following:
- providing an advisory and administrative role on issues concerning the implementation, interpretation, or administration of both the teaching and support staff collective agreements and related labour legislation
- leave management and support for all staff
- implementation and delivery of attendance, wellness, engagement, and other programs
- research and preparation of proposed articles and positions for contract negotiations
- assisting with collective agreement negotiations
- managing grievances
- tracking and following up on the evaluation/performance review process
- maintaining and coordinating employee intervention and corrective action procedures including formal documentation and administration of process
- conducting investigations in accordance with standard investigation procedures
- providing recruitment and training for all support staff workforce
- participation in meetings with union officials
- performing research, collecting data, preparation of reports on all areas of the human resource functions such as attendance, recruitment, retention including compiling and analyzing statistics and trends
- planning, preparation and implementation of new and amended human resources policies and administrative procedures
- preparation and participation at district committees
- coordinating and delivering orientation to new employees
- design and implementation of training and development programs
- performing other related human resource duties
THE APPLICANT
Preference will be given to applicants who possess:
- post-secondary degree (preferred) or diploma with course work in an appropriate discipline (Human Resources, Business Administration)
- three to five years’ experience in a senior Human Resources Management position
- experience in a diverse, multi unionized organization
- knowledge of collective agreement interpretation and administration
- knowledge of employee, labor relations and disability management practices, particularly as they pertain to public education
- a well-defined sense of diplomacy, including solid conflict resolution and people management skills.
- adept at handling confidential and sensitive information and documents
- strong leadership, communication, and interpersonal skills
- effective organizational skills with the ability to prioritize, work independently, and manage a fast-paced environment
- the ability to work with large data bases and to analyze numerical data
- CPHR designation preferred
