School District 71 (Comox Valley) is located on the east coast of Vancouver Island approximately 100 kms north of Nanaimo and is on the traditional territory of the Komok’s First Nation. The Comox Valley includes the city of Courtenay, the town of Comox and the village of Cumberland, each providing their own unique services and community culture. It is known as a desirable place to live with golf, skiing, hiking, swimming and boating being only a few of the many outdoor activities available. In addition, the community has many vibrant arts and cultural programs.

We are a progressive school district whose mission is to inspire engaged, compassionate, resilient lifelong learners and cultivate a collaborative community together. We provide a comprehensive educational program to 8500 students from Strong Start to Grade 12. The school district employs over 1500 employees and have 15 elementary schools, 2 junior secondary/middle schools, 3 secondary schools, 2 alternate schools, a distributed learning school and a $100 million annual operating budget.

We are seeking an exceptional leader to join our Finance team. Under the general direction of the Director of Finance, the Manager of Payroll and Benefits is responsible for the accurate, timely and compliant administration of the district’s payroll and benefits programs in accordance with district policies and procedures, collective agreements, and applicable legislation and regulations.

The successful candidate will have an outstanding ability to multi-task, prioritize and manage a heavy workload, and be able to exercise independent judgement and action while dealing with employees at all levels, as well as the public.


The preferred qualifications and attributes for this leadership position are:  

  • Post-secondary education in Business Administration and/or Accounting

  • CPA Payroll Compliance Practitioner (PCP) designation and/or payroll certificate 

  • Experience in managing unionized staff in a computerized payroll and benefits department

  • Experience in accounting and budgeting practices, as well as year end processes

  • Superior analytical and proven problem-solving skills

  • Excellent communication skills, both written and oral

  • Experience with automation of payroll processes and procedures

  • Demonstrated initiative, project management skills and willingness to implement best practice

  • Strong organization, interpersonal and leadership skills, with attention to detail and accuracy

  • Ability to establish and maintain effective working relationships 

  • Ability to identify and set priorities, organize, plan and schedule diverse tasks to ensure orderly and accurate completion of work within established deadlines

  • Knowledge of privacy legislation and regulations related to payroll and benefits and ability to maintain confidentiality on all discussions with staff on all matters related to the position

  • Ability to problem-solve and make reasoned decisions in a changing environment  

  • Self-motivated and team oriented

  • Ability to recognize the sensitive nature of situations and the impact of potential solutions 

  • Demonstrated willingness and ability to successfully handled sensitive and sometimes complex employee relations situations

  • Superior computer proficiency in MS Office and other payroll/benefits software programs

  • Public sector or school district experience would be an asset.
