Position:                                 Senior Payroll Clerk

Rate:                                       $28.85 per hour (current rate)

Shift:                                      Day

Hours of:                               35 Hours per week, 12 months

Location:                               ESC

NATURE AND SCOPE OF WORK:

The Senior Payroll Clerk is responsible for processing, monitoring, reconciling and processing complex payroll and financial information in compliance with policies, regulations, and statutory requirements. The Senior Payroll Clerk prepares specialized reports, returns, and remittances for various external agencies such as Canada Customs and Revenue Agency, Pension Corporation, and Workers’ Compensation Board. The Senior Payroll Clerk provides assistance in payroll, pension, and other payroll-related matters to School District staff. The position includes providing assistance and training to ensure compliance with policies, procedures, and statutory requirements. Work is performed under direction with independent judgment and action required. Work performance is reviewed for accuracy, completeness and conformance with accepted standards and practices.

 

REQUIRED KNOWLEDGE, ABILITIES AND SKILLS:

  • Thorough knowledge of the methods, practices and principles involved in the preparation, coding, calculation, completion and maintenance of payrolls.

  • Thorough knowledge of computer use including computerized payroll processing, payroll software and complex spreadsheet software.

  • Thorough knowledge of accounting, personnel record keeping, and internal controls as they apply to payroll.

  • Thorough knowledge of legislated and other regulations, agreements, policies and procedures applicable to the School District payroll operations, employee benefits, entitlements and deductions.

  • Ability to utilize computer and related software and equipment in the production and maintenance of payroll procedures.

  • Ability to plan, organize, and schedule work to meet prescribed deadlines relative to payroll processing.

  • Ability to understand and apply regulations, agreements, policies and procedures concerning payroll and benefit matters to ensure timely payroll preparation.

  • Ability to make decisions in accordance with regulations, procedures and practices.

  • Ability to communicate orally and in writing, and deal effectively with School District staff and outside agencies and to explain regulations, agreements, policies and procedures, to maintain confidentiality and to supply information and assistance, courteously and tactfully as required.

  • Ability to work with independent judgment and action under direction.

  • Ability to monitor, reconcile and analyze complex payroll information and prepare related reports and statements.

  • Ability to maintain sustained attention to detail, to control, balance and reconcile records and general ledger accounts.

  • Ability to provide training on payroll and payroll related issues such as benefits, to ensure compliance with accepted practices.

  • Ability to evaluate procedures and recommend changes to increase efficiency and internal controls.

  • Ability to test payroll software and participate in systems development initiatives and recommend changes.

  • Skill in utilizing a networked computer and software applications related to payroll, spreadsheet, accounting, and word processing.

 

DESIRABLE TRAINING AND EXPERIENCE:

Completion of the 12th grade or equivalent supplemented by certification as a Payroll Compliance Practitioner (PCP) by the Canadian Payroll Association. Plus four years previous related experience in a computerized payroll environment or an equivalent combination of training and experience.

 

REQUIRED LICENCES, CERTIFICATES AND REGISTRATIONS

Canadian Payroll Association, Payroll Compliance Practitioner (PCP) required.
